HR UAE Onshore & Banking and Head of Nationalization Programs, MEA The Country HR Officer (CHRO) for UAE Onshore & Banking is accountable for management of complex/critical/large professional disciplinary areas within UAE Onshore entity in Dubai. Requires a comprehensive understanding of multiple disciplines within HR and how they interact in order to achieve the objectives of the function. Commercial awareness is a necessity. Generally accountable for delivery of a full range of services to employees in the UAE Onshore entity. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Exercises control over resources, policy formulation and planning.

This role is also responsible for the design and execution of the Nationalization strategies across the Middle East & Africa (MEA) cluster.

Responsibilities:

CHRO, UAE Onshore & Banking
  • Provides a broad range of HR consulting services to client groups within the organization, including advice on staffing (senior and new talent acquisition), managing talent (assessment, development and redeployment), compensation processes, organization effectiveness (change management, leader effectiveness, performance management, coaching, organization design), employee engagement (communications, employee relations, facilitation of rewards and recognition, employee involvement) and change management to support constant transformation.
  • Demonstrates and applies subject matter expertise of HR principles to lead resolution of key issues with impact on business segment and/or functional area.
  • Consults leadership in leveraging resources to ensure efficient delivery and implementation of all HR strategies and plans.
  • Partners with regional HR and business/functional leaders to assess and define the appropriate strategy, organization structure, and role design for business groups.
  • Creates, implements, and develops measures the effectiveness of initiatives that promote organizational / leadership capability.
  • Demonstrates expert knowledge to the day-to-day activities of a product or process however will require input on more complex issues.
  • Is an active member of the business leadership committee for the UAE Onshore entity.
  • Acts as the primary contact on all HR matters to the regulator of the UAE Onshore entity.
  • Provides support to the UAE CHRO and MEP & Banking HR Lead on an ad hoc basis.

Head of Nationalization Programs, MEA
  • Accountable for the design and execution of HR strategies for all countries within MEA where there are regulatory-driven Nationalization targets, including UAE, South Africa, Saudi Arabia, Kuwait and Bahrain.
  • Supports the business to design and execute their strategies regarding the attraction, hiring, retention and promotion of local talent. Holds them accountable for meeting the relevant targets within country.
  • Relevant activities include providing dashboards and trackers to demonstrate progress or areas needing improvement.
  • Identify JVs with external third parties, including Universities to support the execution of our Nationalization strategies.
  • Act as the primary contact on this topic to regulators in the UAE, and support CHROs with this interaction in other markets; support the creation of presentations and reports for regulators/Central Banks as well as all other activities relating to Nationalization.
  • Partner with Discipline leads within HR to provide input and support, eg Talent & DEI, Learning, Talent Acquisition
  • Provide guidance and insights on other target-driven DEI agendas across MEA, eg gender, disability.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firms reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:
  • 10+ years of experience

Education:
  • Bachelors/University degree, Masters degree preferred
