The role will report into Head of Systems MENA.

MENA Systems comprises of a Manager and a Senior Systems Engineer and has been developed since 2011 and is based in Dubai with a secondary team of 3 staff (Manager and two engineers) in Riyadh Branch.

The department supports all business areas in the MENA region and supports and leads projects across the MUFG spectrum across the Middle East. Projects fall into the scope of T24 Core Banking, Transaction Procession, Regulatory Reporting, Transformation Projects such as EOL / EOS hardware software refreshes.

MENA Systems is supported by other a 1000 Systems professionals based in European London HQ .

MAIN PURPOSE OF THE ROLE

MUFG are looking for a proven Business Analyst / Project Manager with extensive experience of the following key areas


  • Liaison between the business and technology to define requirements and challenge assumptions of the business.
  • Ability to produce documents such as
    • BRD - Business Requirements Document
    • Project Plans
    • UAT and Acceptance Plans and approval to go live documentation
    • Project Gantt chart
    • Program Gantt chart
  • Temenos T24 and core business modules such as
    • Core Banking
  • Saudi Payments - Watheeq / Tanfeeth solution / SARIE system/s
  • Banking Business Operations

The successful candidate will be responsible for coordinating and delivering multiple project milestones to ensure a successful transition into the Production environment is achieved. The role will require working closely with all impacted teams across operational functions including regulatory compliance/ finance / Operations / Risk / Corporate Service and Riyadh Systems

The successful candidate will need extensive experience in Banking, specifically in relation to payments processing, standardisation, reconciliations, payments regulation, fraud, anti-money laundering, financial crime systems. A strong understanding and familiarity with standard market practices and knowledge, experience of the following payment platforms:

  • SARIE Platform

  • Watheeq / Tanfeeth

  • Temenos T24

  • Temenos FCM

  • SWIFT

  • Compute Platforms such as Cisco UCS / Nutanix hyper-converged solutions

The candidate will also need:

  • an understanding regarding new Market Infrastructures (NPA) and industry standards/ changes that being introduced into the payments world, for example ISO20022, and

  • experience of ISO migrations and toolsets that have been designed, implemented regarding payment translation tools

Strong communication and interpersonal skills is a must, and the candidate must have a well organised and structured approach to managing large scale programmes plus small/ medium projects, working with senior stakeholders, managing a team of project managers and support resources.

KEY RESPONSIBILITIES

In this role, you will be responsible for change management across MUFGs banking arm in MENA region. Under this arrangement, you will act and make decisions on behalf of the bank, subject to the same remit and level of authority, and irrespective of the entity which employs you.


  • Manage the full project lifecycle adhering to standard governance and best practice from project initiation to closure.
  • Using Business Analysis skills to determine business requirements in order to define the best solutions
  • Understanding of testing plans requirements as can be issued by SAMA to ensure resourcing and scheduling for project deliverables.
  • Where applicable deliver complex change projects from design through to build, deployment and handover to BAU.
  • Work with subject matter experts and the project team to identify, define, collate, document and communicate the data input and future migration requirements.
  • Work closely with relevant business and key stakeholders to ensure effective and efficient implementation.
  • Create and maintain project plans and revise as appropriate to meet changing needs and requirements.
  • Prepare data input and migration plans including migration risk, milestones, quality and business sign-off details.
  • Understand project budgeting; scheduling expenditures; analysing variances, project plan baseline and change control and initiates corrective actions.
  • Maintain project status reports to stakeholders; coordinate and provide updates to steering committees; anticipate and react to change.
  • Identify & manage inter-dependencies with other projects as and when required.
  • Work closely with technology and business product owners in order to design and deliver fit for purpose solutions.
  • Produce management information surrounding project health and delivery of progress.
  • Plan, manage and escalate risks/issues in a timely fashion to determine priorities and feed end strategy, monitor potential impacts as part of the data migration plan.
  • Responsible for identifying resource demand and assigning responsibilities to ensure targets dates are achieved.
  • Manage all day-to-day operational aspects of the project deliverables.

EDUCATION
  • Prince2 or APMP project management methodology and certification beneficial.
  • Finance/Economics/Mathematics/ Computer Science or other degree.
  • Excellent MS Project and MS Office skills.

WORK EXPERIENCE
  • Experience of working in both UAE and KSA
  • Knowledge of front to back transaction lifecycle management and associated risks.
  • Experience of successfully leading full lifecycle complex projects across the Operations space.
  • Demonstrable experience in multiple work stream delivery.
  • Investment banking industry experience.
  • Good working knowledge of the regulatory environment including regulatory reporting.
  • Understanding of different financial products including fixed income, derivatives, money markets and corporate lending.

SKILLS AND EXPERIENCE

Functional / Technical Competencies:
  • Fluent in written / spoken Arabic and English
  • Must Have Expert Understanding of core banking (IB)
  • Good to have understanding of T24 FCM and Analytics
  • Proven track record of delivering 3rd party systems solutions.
  • 3-5 years program management experience
  • Experience with managing senior stakeholders (CEO, CFO, CIO)
  • Experience of managing 3rd party OFFSHORE teams in the capacity of delivering change and BAU operational support.
  • Ability to travel during the course of the engagement to be based primarily in Dubai but will be required to work regularly in KSA
  • Proactive delivery of large multi-functional projects preferably across Banking Operations and the Payments space.
  • Experience in large-scale regulatory change efforts.
  • Good knowledge of investment banking products, finance/operational functions and trade flows.
  • Relevant Experience proven track record delivering projects to financial institutions within time and budget.
  • Strong staff management and team organization.
  • Experience of demand and supply management.
  • Strong project delivery and deadline management.
  • Strong communication and leadership.
  • Experience in multiple delivery methodologies (waterfall & agile).
  • Clear understanding of change management in the corporate environment.
  • Strong governance approach to delivery, experience of leading Steering Committees with senior stakeholders in attendance.
  • Experience of project management toolsets.
  • Proficient in Microsoft Professional Suite Inc. Project, Excel, Word, PowerPoint.
  • Demonstrable track record of managing multiple stakeholders and building relationships across diverse skill sets and across the international organisation.
  • Proven experience of managing budgets.
  • Experience with identifying project outputs and tracking delivery of business benefits.
